A former sand mine off E. Highway 25 (CR 25) near Belleview is on track to become a manufactured-home community. Plans filed with Marion County for Atlas Tranquility Park, at 8545 E. Hwy 25, show 245 manufactured homes: 98 single-wide and 147 double-wide.

The developer is Atlas Land Partners, LLC of Davidson, North Carolina. Its engineer, Tillman & Associates Engineering of Ocala, filed a preliminary plat (case PrelimPlat-000634-2026) and an improvement plan (ImprovePln-000635-2026) with the county on April 16, 2026, according to the county's Development Review Committee packet.

What the Plans Show



The preliminary plat cover sheet lists:


  • Homes: 245 manufactured homes (98 single-wide, 147 double-wide)

  • Size: a project area of about 70 acres (69.95), with 2.29 miles of new roadway

  • Coverage: 16.32 acres of roofs and pavement (about 23% of the site)

  • Zoning: Planned Unit Development under zoning case 201008Z, with a Commercial land use designation

  • Utilities: Marion County Utilities public water and sewer, with a public lift station on a tract to be given to the county



County reviewers' notes say the community will be built in one phase, with lots platted for sale, and will not include recreational vehicles. The park will also need a permit from the Florida Department of Health in Marion County.

Why There Is No Public Hearing



The zoning question was settled six years ago. On Dec. 15, 2020, county commissioners approved with conditions a rezoning (case 201008Z) requested by SHS Properties, LLC, according to the county's 2020 staff report and legislative record. That rezoning changed an earlier residential PUD to allow a mobile home park of up to 370 units on 76.65 acres. The staff report describes the site as a sand mine that SHS Properties operated under county special use permits, and says the applicant then intended an age-restricted (55 and older) mobile home park with a perimeter buffer of trees and a berm 6 to 7 feet tall. The 2026 filings do not say whether Atlas Tranquility Park will be age-restricted.

Because the zoning is in place, the current plans go through staff-level review by the county's Development Review Committee, not a public hearing. That committee has taken up a series of waiver requests for the project since June, including paved hammerhead turnarounds instead of cul-de-sacs on short dead-end streets, which the county's Sept. 15 review says was approved, along with narrower road rights-of-way, lower design speeds on curves and one fewer soil boring.

Traffic and Next Steps



As of the county's Sept. 15, 2026, review summary, both the plat and the improvement plan were marked "Requires Re-submit." The developer's traffic study found that the intersection of SE 92nd Loop and CR 25 lacks an adequate southbound left-turn lane, so an off-site road improvement plan is required.
